Victorian Air Conditioning Incentives
Eligible Victorian households may be able to reduce the upfront cost of upgrading eligible existing heating to energy-efficient reverse-cycle air conditioning through the Victorian Energy Upgrades program.
01Victorian Energy Upgrades
What is the VEU heating and cooling incentive?
VEU provides certificate-based incentives for eligible energy-efficient upgrades. Its heating and cooling pathway may reduce the upfront cost of an assessed replacement with reverse-cycle air conditioning.
Esena is not the Victorian Government. Eligibility, available discounts and installation requirements must be confirmed for your proposed upgrade. Program rules and incentive values can change.
Last reviewed: 14 October 2026 · Confirm current requirements with the official Victorian Energy Upgrades program.
02Eligibility
Who may be eligible?
Victorian households considering replacement of eligible existing heating systems may be able to access the heating and cooling pathway. Eligibility is subject to assessment, not assumed from the property location alone.
- Existing heating and proposed replacement
- Property and installation requirements
- Current VEU pathway requirements
03Gas Heating Replacement
Replacing eligible gas heating with reverse-cycle air conditioning.
An eligible existing gas-heating system may be replaced with an appropriate energy-efficient reverse-cycle system under the VEU heating and cooling pathway.
Not every gas-heating replacement qualifies. Esena assesses the existing heating, proposed system and property before confirming the applicable pathway, any available discount and the installation scope.
04Discount Factors
What affects the available discount?
There is no one-size-fits-all incentive amount. Your assessed upgrade and current program requirements determine whether a discount is available.
Existing heating system
The existing system and proposed replacement pathway need to be checked against current VEU requirements.
Replacement system
The proposed reverse-cycle system must be assessed for the applicable pathway before a discount can be confirmed.
Property and installation
Property details and installation requirements inform the assessment and the final installed quote.
Current VEU requirements
Program rules and incentive values can change. Any available discount is confirmed for your assessed upgrade.
